You can transfer it to a Gen 4 game using Desume, in the options there's a way to emulate somehting in the GBA slot for the palpark.
And if you have two DSes and an R4, you can transfer it to a legit game then Gen 5.

I can vouch for this, though I used a slightly different method. After Pal Parking to a gen 4 rom (I just downloaded a random save that had the Pal Park already open) I opened the save in an editor and got the .pkm file I needed, then used the GTS method to send it to my legit copy.

>Select your GBA save
>Go to Pal park and transfer over the Pokemon like you normally would

From then you can use one of the multiple methods we mentioned to get it into a real cartridge.
Either
>Run the save on a R4 and trade it to a real game
or
>Download a save editor, extract the .PKM file, and send it to your game using either http://pokegts.us/ or https://www.pokecheck.org/
or
>Trade it to a legit game using Wifi
