Tiers are meant to be for the benefit of lower tier pokemon, giving them a place where they don't have to compete with their 'strictly' better cousins, while they can still go and be used in higher tiers if a use if found for them.
As for your question:
Most of them will probably hit OU, a distinct few will go to ubers, and a small chunk will be UU (like manectric and houndoom, most likely)
