I haven't done the math, but either sylveon comes out to being bulkier overall or it's extremely close. The sp att difference is only 2 and speed is unimportant since they're both slow
Now, lets look at what sylveon has over florges apart from more hp and overall bulk

Shadow ball is a big deal since it's almost perfect coverage with fairy, hitting everything but pyroar and wigglytuff and both of those are absolute shit so who cares. Compare this to the fairy+grass that florges gets. Baton pass isn't a huge deal but sylveon can easily afford to run it on a cm set since she only needs 2 attacking moves. Higher hp also means sylveon can pass bigger wishes.
