They want to make it so he's allowed in Sky battles.

That's about the only reason.

Despite this, pokemon like Pidgey or Fletchling aren't allowed simply because they don't have flying animations.

Haunter is also allowed but not Gengar despite having Levitate.

Gyarados is allowed because part flying and yet Mega Gyarados is allowed despite losing its flying type

it's just... such a shoddy animation. I would have liked it much more if they actually had it flapping its wings, and trying to keep itself afloat instead of looking like some model that's being strung up to the ceiling.
