Since X and Y came out, I breed a Ralts on Emerald from scratch. In the end, I was breeding a Modest female with perfect speed with a male with perfect HP and Sp. A.
The chance of passing down all three of the perfect IVs is 1/160.
It also had to be Modest, and have Trace. That's 1/640.
I got one. It was male, so I ignored it.
