Working on a Pokemon fan game here, and the team is finalizing the starter list and we can't decide between Pichu/Pikachu or Shinx.

Getting your starter in this game will be different than in the actual games, and the Pokemon you get won't necessarily follow the formula.

I'd say Pichu, but that's just personal preference. Would anything like base stats be changed, though? Pichu might be a bit weak for a starter.

Yep, all starters will have their base stats altered to be as viable as the official game starters are.
