In Gen 5 and below the only Pokemon in the same egg group as Skarmory that could learn Stealth Rocks could only learn the move through TMs and Move Tutors.

Neither of the two new lines that are in Skarmory's egg group can learn it

Unless there have been some moveset changes to older Pokemon in Skarmory's egg group I think you're screwed until Pokebank

I'll get my skarmory to the heart scale chick and see if there's any luck there.
