You mean businesses the player character can actually take advantage of. And I live in acity where like 30-50% of all buildings in the CBD area are actually restaurants. All the offices and stuff are in different sections of the city.

Did they just build them in place?

Also how the hell would a blackout effect only the areas closest to the power plant and no where else?

Also why does no one outside of that one town care when the death ray reveals itself and the main villain outright says "I'm killing everyone with this here death ray"
