If I breed a mon with a Japanse Ditto and my mon that I'm breeding is Japanese, are my chances of shinies any better than if only one was Japanese?

No, they're significantly worse.

The Masuda Method only applies when both Pokemon are from different regions.

US and US? Get fucked.
US and Jap? Good to go.
Jap and Jap? Get fucked.

The same is true even if both are foreign to your game, breeding Japanese and French pokemon would be exactly as effective as breeding a Japanese or French pokemon with your own US ones.
