I was trying to evolve one so I could breed it and by the time I hatched another 10 or so eggs while keeping it in my party with the sooth bell it was already ready to evolve.

luckily I got mine in a Luxury Ball so it evolved extremely quickly

Any move worth having on Togekiss is via move tutor or TM, unless you want Extrasensory which is an egg move
