It's the opposite, actually. Slow Encores are somewhat better than fast Encores because they give an extra set-up turn.

Really, it should be 3-4 turns instead of just 3.

If a fast encorer uses encore on a slower pokemon who's trying to set up, the slower pokemon is forced to switch out, since when the encore ends, the pokemon just uses it again.

Exploud can learn surf.

I gave mine hammer arm as the fighting move, but since he's uninvested in attack it doesn't do too much.
And as someone who has tried scarf exploud, he doesn't quite have the power to knock things out in one hit without specs, so it's better to go with that.

Why would it need to take a hit? Exploud has awful defenses, there's no point in investing in them and no point in wasting its item slot in a a vain attempt to make him a tank.

If you want exploud to survive against other pokemon, give it specs and pass it a speed boost.

Assault vest isn't going to stop mach punch or a Close Combat from a scarfed mon, the biggest bane to a +2 spd Exploud. Scolipede can pass Iron Defense, and is 4x resistant to his only weakness hence why I recommend him.
