why am I seeing so many Raichus in random battles lately?

It's not just scrubs, either. It's surrounded by the typical competitive mainstays on the rest of their teams.

When i faced one and it just set up screens and did shitty damage.
Pretty much just made the fight drag out longer by making one shots into two shot kills

It has 110 base speed now. That's an amazing speed tier and being able to use NP makes it superior to stuff like Heliolisk.
