There is no trick to it, they're just rare.

I never saw any while playing the main story but after I accidentally drove my bike into flowers (while breeding mawiles) I finally ended up finding one. I did not let her get away >:D

Found the white ones pretty much exclusively on the day-care route while chaining.
Took days but I finally got my shiny, it was white with 3 perfect iv's, everything I wanted and more, I'm done with this game now
