The point you are critically, poignantly missing, my son, is that just because you're outside and in public does not constitute being a 'social situation'.
Playing by yourself with you earbuds in at a party? Yeah, that's unacceptable. Playing with your earbuds in during breaks in a classroom? Also an abnormal display. Hell, even a library would be kinda strange (though I see kids playing runsescape in the computer lab plenty).
But playing out on a bench, despite other people walking by? On a bus? Subway? At a cafe? Or wherever the fuck else out in public you might happen to be whilst surrounded by complete strangers? A-OK.
