Which metagame?
Smogon OU, I believe, isn't as popular in Japan, so westerners are better at it generally.
VGC is usually dominated by Americans and Europeans on the worlds levels
On online play, Japan are pretty good on average but nowadays get disqualified from WiFi tournaments because they're obsessed with disconnecting on losses.
