X/Y; concerning Politoed

Have an you of you kids ever encountered a politoed on route 19?
If so, was there a specific patch where he appeared. Does he only appear in the water or does he only appear in the flowers?
Politoed is my favourite pokemon.

I've been lurking around here 3 hours.
I'm starting to think serebii has posted false information but don't want to give up.

Was there a specific patch?
I've encountered 60 or so pokemon in the flowers and none of them were politoed. I've encountered a haunter and no politoed, for fucks sake.
Also; do you have X or Y? Appearance may differ for X, I have Y.
