The region being based on Japan does not mean it is actually Japan. It is still a fictional place, so real world races don't exactly translate.
Besides, very few characters in Pokemon actually look Asian.

They all look white to me, excluding Iris.
I mean, all character in Pokemon don't really show any real signs that they're Asian, and don't have any particular facial features that define them as Asian.
I don't think Asian and White exist in the Pokemon world.

The first four regions being based on regions in Japan don't mean they're actually Japan. Lance/Blue/Steven/Cynthia/whoever are all white. Everyone except Iris and Alder is white.
