No, and Suction Cups/Sticky Hold are also like 90%. I've fished in open water with them and had "no bites."

You get 100% bites with the ability + casting next to a rock/wall/corner.

I've gotten 100% bites (at least in the 106+ chain) by using the "3 blocks are not water" method, but considering you found shines and I didn't, I think I'll follow your method.

Synchronize doesn't work if it's not in the first slot, doesn't matter if it's in the second slot and the first one is knocked out, it has to be in the first slot. That's one big downside of this method.

I've found 8 shinies fishing by those three rocks in the water on route 8, next to that ledge where your camera pans up. My longest chain is 153 according to the fisherman.

Also caught this next to that mega lucario tower, by the three rocks on the left.
