Kanji is the really complex scribble where every "letter" can be compsed of smaller letters, and their meanings deliver the meaning of the word as a whole.
Espurr's name in Japanese is ニャスパー
which is pronounced Nyasupaa in English. Nya is the japanese version of meow. Same thing with Meowth and Nyaasu. The second part, supaa, comes from Esper, which is a japanese word for psychics or ESP, Extra-Sensory Perception.
So it follows the same convention in English, the sound a cat makes and a reference to psychic powers.
