The Pokedex sizes are just that, an AVERAGE. It's also how the heights, lengths, and weights of animals in the real world are classified.

Wigglytuff is supposed to be 3 feet tall, while Pikachu is only one foot (same as Meowth)

The one in the early anime seems to be off, while the one in the newer ep is probably a bit more accurate (granted Ash is probably around 4-5 feet at 10 years old)

It's sprite in Gen III was incredibly zoomed in, and it's size in the anime is about as exaggerated.

Then Colosseum came out and everyone saw just how big it's supposed to be.
