Depends on the dragon.

Garchomp can still hit him fairly hard because of the neutral to earthquake.

Him and togekiss are much more fun this gen though.

You know that if you're going to get the "boosting" way with Belly Drum, you can bluff with this little fucker and carry Sap Sipper? Bam. Only one two weakness and only one of them relevant (Electric), and shits on basically every Grass not-poison.
