the IV judge in Kiloude city will tell you if your pokemon has any 31 or 0 IVs and he'll also tell you a number range of the total IVs (aim for "outstanding)

Not OP, but do pokemon with 7 in their lvl1 stats mean anything?
A few of my hatched litwiks get "Simply Can't Be Beat!" from the IV guy, but only have 6

the numbers depend on how big is the base stat is which varies from pokemon to pokemon, so there isn't a set number for maxed out stat for all of them
