With Defog being buffed and phazers being able to guarantee evasiveness disappears, it's definitely less of a problem this gen, and there's actually a push to unban it for that reason.
It's still a statistically shit strategy, though. Evasiveness loses. That's what it does. The numbers are against you. So the best counter to evasion is always going to be NOT COUNTERING IT
Which means evasiveness will do nothing to the meta but annoy people. That's why it's banned; it serves no strategic purpose, it just annoys.
In fact, evasiveness could easily give the users more wins than they should statistically get just from bored/frustrated disconnects.
