Volcanion is a supposed Event Legendary Pokemon with the Water/Fire typing. It has the Lava Dome species classification, it shares this with another Legendary Pokemon -- Heatran.
So consider the following:
-Pokemon in the same evolutionary chain tend to share the same species
-Heatran is one of the only legendary Pokemon to have a gender
-Considering only 2 NPCs in a "crowded" city have seen the Pokemon, it is likely rather small
-When molten metal is dipped into water, it hardens like steel
These points all lead me to believe that Volcanion is in fact a "baby forme" of Heatran, similar to how Phione is to Manaphy.
Of course, I could also just be completely wrong and it's all just coincidence.
