Sharks are easily one of the coolest, most terrifying, and awesome animals. I just want to see them given some due diligence.
That being said, Garchomp does fit the bill. He doesn't fit into my Rain Dance team, however.

I think something akin to Nincada's evolution into Shedinja/Ninjask in reverse would work. Have a Sharpedo and a Shar-ass/tail in your party at the same time, and once they're both at a certain level, they'll combine.
