Also just going to say this, breeding perfect mons that have a baby form is a real pain. If you need evolve a baby best I've found is give it the Soothe Bell, go to the Le Wow, and run through it once with Exp Boost and Befriend Boost.

electrabuzz is pure physical right so you dont need 31 special attack, especially if your going adamant so you only really need 31/31/31/x/31/31
breed those two parents until you get an offspring with 4 31s, replace the parent and continue until you get 5 31s in everything but special attack

every pokemon has a level where it 'indicates' if it has a 31 depending on the pokes base stats/nature ect
for example skarmories must get 15 hp at lvl 2 for 31 hp so its quite easy to check hp
ive never breed electrabuzz but the point is once you know the indication levels for your poke you can cut alot of time down and even do it without a calculator
lvl 20 may or may not be high enough
