They are literally a branch evolution with the same name like the first stage of the Nidoran family in that their appearance and stats are different, but even worse because their abilities are different too. They literally have all the makings to be a split evolution family, except for one evolution name, not two and pokedex stuff. The only argument for splitting them or condensing the Nidorans really comes down to number of Pokemon as a whole, but since there's all the information coded in that makes them different despite being the same family, they might as well be two different ones. Hell, with the small number of Kalos Pokemon, they should've milked it into two families.
