I wish to make Volcarona learn Hurricane, but it doesn't do it until lv 90

Which is the fatest way to level. Even with lucky egg and O power E4 doesn't seem to give much experience to a Lv 70 pkm, victory road is useless and the audino in battle cheateau are rare.

So how do you guys do to lv 100 your mons? which is the fastest way?
