She'd only be semi ganguro during the PR videos, to be honest. The normal character model doesn't wear make-up, so the light rims around the eyes that ganguro girls tend to have wouldn't be there. The dark-skinned option isn't even that dark-skinned, and the blonde isn't THAT blonde. It's pretty light, but not exactly platinum.
There are a lot of brightly-colored short shorts, two halter tops, a few brightly-colored navel-showing jackets. There aren't brightly-colored boots, though, you'd probably have to stick with either white riding boots or the high top sneakers.
I dunno. It's probably not what you're looking for.
