The difficulty in making intense music for a game like Pokemon is that it has to be slow-paced to fit with the game's turn-based system.
IMO when it comes to making a slow-paced song intense the best tools for the job are things like keyboards, organs, electric guitars, choirs, etc.
Things that reverberate and can have variations in pitch within a single sustained...sound? I don't want to call it a note but I think you get the point anyway.
I'm no musician so that's just my opinion/observation. In any case as good as the composition in Gen 3 may have been the GBA just couldn't get that feeling from the music.
