Well turns out it is. Some guy who seems to have experience with this sort of thing, possibly a game developer himself, has broken into the game and found out how to force encounters with any Pokemon he wants. Mew was used as a test before he dumped these new legendaries.

Diancie is great and Volcanion is good. Only Hoopa is the meh one. Unfortunately it has broken the chain of great Pokemon at the end of the Pokedex.

Diancie is awesome.
I don't know about Volcanion, he's awkward but that might be because he looks like he's on three legs.

Hoopa is a nice design, but he doesn't look legendary at all. It's kind of a waste.

Memory hacks.

Basically, when a wild pokemon is encountered, the game uses an integer that represents which pokemon it is (its National Dex ID). He forcibly changed that integer, which caused an encounter with these guys.
