so if I´m doing the matsuda method - do I need a ditto from another region in my country or how does that shit work ?
I´m not really sure about that. Is it region specific or is it -> america / europe / asia

Literally all it is is that the parents have to be of two different languages. You can tell the language by a little grey box saying something such as GER, SPA, KOR, etc. You don't have to use a Ditto either. Any two pokemon that can breed will work, so long as they're of two different languages.

Don't use a Ditto.
Use the same species, from a foreign country. That way eggs will have a 70% chance to appear rather than 50%.

Which if I remember right means that you can be in America, with the language set to Japanese or something, trade a pokemon to a friend/your other copy and be set.
I'll test this in a week or so to get high IV foreign dittos easier
