I'm relatively new to the whole Pokemon scene so this has been bugging me since I got back into Pokemon this Gen. Where do the Legendary pokemon rank on a sort of legendary Hierarchy, is their a Legendary who is above them all? I'm asking this more from a story driven perspective rather than a statistical one.
