Special Attack and throw the rest in HP for maximum optimization. You could also replace HP for Defense or Special Defense to be stronger in those areas but HP is sort of both so I go with that.

Agility boosting is a thing, but a defensive build would work better since you get fine resistances with the added Dragon typing.
