Scolipede (Speed Boost)

The Scolipede is a work in progress though. I hear it can get Spikes and Toxic Spikes, but I've no idea how to get them on it without Pineco being available in X/Y. Volcarona is also good, but I've got no experience with them, so I'm holding off on breeding one till I finish setting my Scolipede up. Also planning on breeding a new Vivillon, though I doubt it'll be competitively viable.
I kinda want to include a Sturdy Crustle with Rock Wrecker to Baton pass from Scolipede after some Speed Boosting, but I dunno. Any ideas, guys?
