Take a look at Crawdaunt and Sharpedo. If the Dark type existed when Gyarados was introduced, it probably would had been that rather than Flying.

Water/Dark is pretty bad defensively and on pair with water/flying offensively. Crunch is better than bounce, but that's it.
Regular Gyarados can take on physical attackers lacking rock attacks better, hits harder with life orb, is effectively bulkier with leftovers and has much, much better abilities.
MegaGyarados is a serious contender for the worse mega.
