People don't seem to understand that events =/= DLC
DLC is content that is not in the ROM of the game. It's not there. Not in the data. Whereas events, like Diancie Hoopa and Volcanion, ARE already in the game. We saw the,, Smealum made the RAM load them.
Mew was in RBY. Celebi was in GSC. Deoxys and Jirachi were in RSE, etc etc. The Pokemon just needed to be given out, but you could still find them in the game data and subsequently modify the RAM to make an encounter with them. The Old Sea Map in Emerald unlocked the island to catch Mew, which was in the game. NOT patched into it. The Azure Flute, if it had been released, would have unlocked the Arceus event in Sinnoh. Today, you can hack the Flute to make shit happen. Why? Because it's already in the game.
DLC would be a Pokemon or an island/area that isn't in the game data whatsoever. You can't hack it, because the values aren't there. It would need to be patched in with extra data taken from the Internet and saved to your SD card - Doenloadable Content.
