Guy standing in corner of pokemon center in Kiloude city will tell you a pokemon's perfect IV's. If he says the stats "can't be beat" then they're perfect.

It's unlikely that anything you catch will have perfect IV's, unless it's from the friend safari. You pretty much have to breed for them.

After beating the Elite 4, I checked my team's IVs.
Starter had two perfect IVs, a shiny I caught had a perfect IV (In a good stat too), and one of my other Pokemon had a perfect IV.

Use an IV calculator. Using the pokemon however will mess up the calculations.

For example I just caught a Fletchinder with Gale Wings and put its stats in to a IV calculator and it had perfect IVs in Attack and Speed.

If you hate yourself, yes. Eventually you can piece together perfect IVs by replacing the parents as you produce offspring and using power items/destiny knot.

Really though, just beg someone with a safari you want to add you for an hour or whatever and go catch a ton of whatever you're breeding. Starting with two parents that each have two perfects will be so much easier.

the child will inherit 3 ivs from the parents, or 5 if they hold the destiny knot. If the parents don't have any perfect ivs, then you're pretty much just hoping you luck into them on the random rolls for the non-passed down ivs.

Really though, just look online at the possible natures for Eevee and the Eeveelutions, decide what fits your playstyle the best, and choose that one. You can google literally all of the information you're asking from /vp/ right now.
