Pikachu is just the overmilked gamefreak mascot. It was popular at a time, and now people are tired of the little guy.

The problem with this is that this poll only polls Pokemon fans. To truly be popular, a Pokemon must be known outside of just a certain pool of people.

Back when Pokemon was taking off in late 90s and early 00s, it was EVERYWHERE. Cereals, furnitures, everywhere. Lot's of people saw them.

Especially the top 5 listed above. Show their pictures your parents or someone else who doesn't play Pokemon. They would say something like "those monsters" or "pokemon things"

Anyone who actually thinks Lucario is popular OUTSIDE of the Pokemon world is an idiot

Well, back when they had the 10th Anniversary celebrations, I remember they had this big poll on the official website where people could vote for their favorite Pokemon, and the top ten were distributed at events. Needless to say, although Charizard and others weren't big surprises, Pikachu cleaned up and was the #1 pick.

Admittedly that was back in the third generation, but I doubt any Pokemon introduced since then is bigger than Pikachu.
