I played 3vs3 random very extensively during the 5th generation. Apart from a short lived fad of Drifblim+Scrafty combo, absolutely nobody used evasion increasing moves or Moody Pokemon, simply because of how unrealiable they were.
Smogon evasion ban is completely outdated at this point and needs a very serious reconsideration.
