His base attack IS higher than his base sp attack, this is true. However, with his hidden ability, Sheer Force, it doesn't make sense for him to be a physical attack since his special based movepool is what takes advantage of that ability. He's got a lower sp attack, sure, but with Sheer Force, the special based moves you'd put on him outclass the ones you'd give a physical attacker by a decent margin.
