Because Snorlax is a slow Pokemon already, it doesn't mind the Speed drop, and its Special Defense and high HP easily allow it to sponge any special attack, especially since the only method of raising Special Attack (Growth) has ridiculously limited distribution. The only thing that remotely frightened Curselax is Machamp with Cross Chop, and that's entirely up to luck because of the 85% accuracy and crit chance.
The only reason Curselax isn't banned forever is because GSC is an ancient metagame and no one really plays it anymore.
