I took willowisp instead of thunderbolt. Realized I got fucking wrecked by Scizor and figured that would piss him off pretty bad if it came down to it.

Hypervoice is a move tutor move. Can't get it unless you trade up via pokebank when that comes out. Or wait for move tutor to return in Z.
