So is it only in the Pokemon Game that Giovanni has a change of heart when he fights Red? Giovanni was reminded of Red of the battles and simple enjoyment he had with his pokemon, but is this also what happened in the anime with Ash?

Giovanni loves pokemon as well. It is why he owns a gym, but business and money clouded his mind and made him abuse pokemon. He buried his youth and his love in replacement for pokemon. Red shows up and basically Giovanni has "muh nostalgic feels", and becomes good again.

If he' smart, it's cause he's realized how much crazy shit Ash, and therefore Jesse James and Meowth end up in.

If they're sending him regular reports, which is implied by the fact that he pays them (ay least a little) then he can sweep in after the meddlers have left and have his A team pick up the profits.

Just think about how many places Ash and the gang found and swore away from over the seasons.
