Serperior's line looks like and is a snake - not a serpent, an actual out and out snake. We have never had a Dragon type snake, nor has a starter (outside of a Mega/prior to Gen VI) ever had Dragon type. There was and still is no reason in the world to ever think or have thought Serperior's line was going to go there.
Tepig has no defining traits for "Dark" on it, and its next evolution is very clearly a wrestler. There is nothing Dark and everything Fighting. Emboar has a LITTLE Dark in him, but only because he looks a little meaner - we've had mean looking fighting types before and they're not dark, so this is no reason for Emboar to be.
That just leaves us Samurott. Honestly, I would argue that Steel OR Fighting would fit it, especially Fighting. V proves you can have quadrupedal Fighting types, so it's not like we couldn't have had one as a starter. Steel could have worked too - maybe - but the armor would have need to be redesigned. As Samurott is now, those shells make more sense slapping on a Rock type than Steel, and I don't think we want that.
As for Emboar and Serperior, for those to be Dragon and Dark, you'd have to drastically redesign them for those types to fit, and by that point, you might as well just make up some new Pokemon.
In any case, the only one you're even remotely right about is Samurott, and as Samurott is now, based off its design, there are better types to choose from than Steel. So yeah, no idea what you're on.
Don't get me wrong though - I'm not saying the repeating types was a good idea, I'm just saying that the designs do not have the types that you're adding in there at all, that's all.
