Go to a trusted friend who has room in their town and interact with them over wireless. Doing so will force your moved out villager to move to your friend's town. Wait for the villager to want to leave your friend's town and on the day they're packed up, you can convince them to come back to you if you have room in your town.
This is because once a villager is moved out of your town, it gets put in a "moved out" queue in your data and that data gets passed onto whoever you wirelessly connect with next. If their town is not full, they will get your moved out villager and your queue resets. However if you have more than one moveouts queued up, the villager that appears in the receiver's town is randomly chosen from your pool.
Being on topic with the board, it's basically like trading Pokemon only you can't directly control who goes and where they go.
