It's gimmicky and all you do is make the next turn a gamble; does the enemy dare to try a fire move again or will you dare to NOT use Powder again?
It's great that the move exists, but if Vivillion is the only one with it there isn't much point with it as Vivillion isn't tanky enough to take most other types of hits either unless it resists it.
I run mine with Charti Berry and it's 50/50 if it survives the hit or not even with it and then there's the ones that use an ice attack instead and it's guaranteed down. Probably going to switch to focus sash because it has some pretty good offensive power in Bug Buzz (OHKO Greninjas and similar, 2HKO Mewtwo), Hurricane (1-2HKO most stuff that isn't special walls or resists it, Blaziken doesn't stand a chance) and Sleep Powder. Shame Sleep is so unreliable now, it's only "safe" for Vivillion to use it over an offensive move/Powder if it's faster than its opponent.
