I'm trying to chain to catch this magnificent beast on Route 20. I'm brand new to chaining, so what are the confirmed rules? I feel like I'm doing it correctly only to encounter a Noctowl or Jigglypuff or something. Halp pls.

For both I have females with four IVs each, one of them not being their weak attack stat respectively and the other being random.

I also have Ghastly and Pumpkaboo, same story.

I'd prefer to have a 31/31/31/x/31/31 Speed Boost Torchic rather than the Abra. If you're capable of doing both, I'd love to work something out to get that too.
