Actually look at the things with such speed. Latios and Latias don't fear a Burn, so your only option against them is Brave Bird which gets priority anyway. Gengar is OHKO'd outright and Espeon is OHKO'd after Stealth Rock. Looking at the slightly faster Pokemon, Starmie (Base 115), Alakazam and Dugtrio (Base 120) are all OHKO'd by BB too.
Moving down the list, Keldeo (Base 108) is OHKO'd br BB, as is Infernape.
At absolute most, you only need enough Speed to outspeed and Burn Terrakion (Base 108), but that's only if you're happy to sacrifice your Talonflame who still gets KO'd even after Terrakion is burned. Outspeeding and burning Garchomp (Base 102) would also be an option but again, you're sacrificing your Talonflame here.
The fact is, NOTHING with high Speed can switch in against you (Latias, Latios, Terrakion and Garchomp are all 2HKO'd by Brave Bird; Everything else with a high speed is OHKO'd, as mentioned above), so trying to Burn them on the switch-in is pointless because you could just KO them outright.
Basically I'm saying there's absolutely no point outspeeding any of these high Base Speed Pokemon because you should be using priority Brave Bird on them anyway, and Wil-O-Wisp is only useful if you're willing to sacrifice Talonflame in a 1 v 1 situation... but in that case setting up a Tailwind wwith your dying breath would almost always be better anyway.
