They will only make megas for popular and already strong Pokemons, also legendaries because they are the cover Pokemons.

The only good megas that weren't popular and improved versions of the Pokemon were probably Kangaskhan, Pinsir, Mawile, Aggron and Banette.

Banette, Pinsir and Mawile could have just got a normal evolution with the ability change, so they don't lose their equipped item slot.
